Sri Lanka’s drought has moved beyond dried-up tanks and struggling farms. At Yala, water is being transported to wildlife, tourist access is being restricted and authorities are preparing for conditions that could become even more difficult.

Yala is running dry
For generations, the dry season has been part of life in Sri Lanka’s southeastern wilderness.
Animals know where the remaining waterholes are.
Elephants travel towards tanks and rivers. Leopards, deer, buffalo and countless smaller species adjust their movements to the shrinking availability of water.
But this year, the normal rhythm of the dry season has become a much more serious problem.
Across Yala National Park, natural water sources are under pressure. Wildlife authorities have been transporting water into the park, restoring existing waterholes and constructing additional ponds.
Now, authorities are taking an even more unusual step.
Blocks 1 and 2 of Yala National Park are scheduled to close to visitors from September 14 until October 15 because of heat stress affecting wildlife and wildlife officers. The remaining blocks are expected to remain open.
The closure is not simply about tourism.
Officials say animals are facing both water scarcity and severe heat stress, while the large number of safari vehicles operating in the park is making conditions more difficult for wildlife officers.
The first warning sign: water is being trucked into the park
In August, the Wildlife Conservation Department began supplying water to wildlife in several national parks because of the dry conditions.
Yala was among them.
Environment Minister Dr. Dhammika Patabendi said water was being supplied to Yala, Wilpattu, Kumana and Bundala, with solar-powered systems also being used at Yala.
By mid-August, officials said three bowsers were being used daily to supply water to animals in Yala, while solar-powered systems were supplying water to small ponds at six locations inside the park.
Then the waterholes started disappearing
At the beginning of September, the Wildlife Department expanded its response.
Additional ponds were being constructed in Yala, while older ponds and waterholes were being restored.
According to Yala Park Warden A.T.R. Ravindra, water was being transported from the Menik Ganga by bowsers to fill the waterholes.
The problem was not confined to Yala itself.
Herds of elephants from forest reserves around Okkampitiya and Maligawila were reportedly visiting Illukpitiya Tank day and night looking for water.
But the tank itself had largely run dry, leaving only a muddy pool.
This is an important part of the story.
Wild animals do not understand administrative boundaries.
When a water source inside one forest disappears, elephants can travel outside the protected area searching for another.
That increases the possibility of animals coming closer to villages, roads and cultivated land.
A crisis — but not a complete collapse
There is an important point that should not be lost amid the alarming headlines.
The Wildlife Conservation Department has rejected reports suggesting that Yala’s water supply system had been completely shut down.
On September 2, Additional Director General (Operations) Manjula Amaratne said the park’s main water pipeline remained operational and was continuously supplying water to wildlife.
He said maintenance was being carried out on a pump in a secondary pipeline system, but the main system continued operating.
That clarification matters.
It means the situation should not be described as:
The evidence supports a more precise description:
That is a serious problem — but it is different from saying the park’s entire water system has failed.
The number that tells the story
The scale of the wider drought becomes clearer outside the national park.
Reuters reported that some key agricultural districts have recorded rainfall deficits of 85% to 100% below long-term averages.
In some areas, wells, rivers and tanks have dried up.
Some tanks were reported to contain only around 10% of their normal capacity.
In remote communities, water deliveries have reportedly been arriving only once every 23 days.

Yala has always had a dry season
This is where the story needs some context.
Yala is not naturally a wet environment throughout the year.
The dry months typically extend through much of the period between May and September, when animals can run short of water and food.
Parts of Yala receive relatively low annual rainfall, with the first and second zones receiving approximately 400–500 mm annually according to information published by Sri Lanka’s Ministry of Environment.
So drought conditions at Yala are not themselves unusual.
The question is not:
The more important question is:
That is where the current situation becomes significant.
Authorities are not simply waiting for the normal end of the dry season.
They are transporting water, restoring waterholes, building new ponds and limiting access to some of the park’s busiest areas.
Why are tourists being turned away?
Yala is one of Sri Lanka’s most important wildlife tourism destinations.
But the Wildlife Conservation Department says the current conditions are placing pressure on both animals and the people managing the park.
Additional Director General Manjula Amaratne said the large number of safari jeeps operating under extreme heat was making it more difficult for wildlife officers to carry out their work.
That creates an unusual situation.
Tourists come to Yala to see wildlife.
But large numbers of vehicles can also add pressure when animals are already stressed by heat and water scarcity.
The decision to close Blocks 1 and 2 therefore represents a trade-off:
The closure is temporary — but the reason is serious
According to current Yala park information, Blocks 1 and 2 are scheduled to close from September 14 to October 15, 2026, while Blocks 3, 4, 5 and 6 remain open.
The closure is therefore not a complete shutdown of Yala National Park.
That distinction should be made clear to tourists.
Visitors will still be able to access other parts of the park.
But the decision to close the most popular blocks during the dry season sends a strong message about the conditions facing wildlife and park staff.
What happens to the animals?
For wildlife, water is not simply something to drink.
Waterholes become centres of activity.
Elephants may spend long periods around them.
Buffalo use them.
Deer depend on them.
Birds congregate around them.
Predators may move through areas where prey animals gather.
When water disappears, the entire movement pattern of an ecosystem can change.
Animals may have to travel further.
That means they use more energy.
They can become more exposed to predators, humans and roads.
And elephants travelling outside protected areas can create another problem:
Human-wildlife conflict.
The Wildlife Department’s decision to restore and create waterholes is therefore not merely about giving animals something to drink.
It is also about keeping wildlife within safer habitats.
Elephants are already moving towards the remaining water
The situation around Illukpitiya Tank illustrates the problem.
Elephant herds from nearby forest reserves have been visiting the tank during both day and night.
But the tank has largely dried up.
Only a muddy pool remained.
That creates a dangerous equation.

The human water crisis is even bigger
While Yala’s wildlife is receiving emergency water, thousands of Sri Lankan families are facing water shortages of their own.
Reuters reported that the drought has affected farming communities in districts including Ampara and Monaragala.
Some residents are waiting long periods for water deliveries.
Wells and rivers have dried up.
Farmers have lost crops.
And some families have been forced to prioritise water for livestock.
For farmers interviewed by Reuters, the drought has been severe enough to affect wells that had served families for decades, while crop income has also collapsed.
The El Niño question
There is another reason why authorities are watching the situation closely.
The World Meteorological Organization says the current El Niño is firmly established and expected to strengthen further.
Its latest forecast gives an exceptionally high likelihood — nearly 100% — that El Niño will persist through February 2027.
WMO says the event is expected to reach very strong intensity before peaking towards the end of 2026.
It also warns that a strong El Niño can significantly alter rainfall and temperature patterns and increase risks associated with drought and extreme heat.
But there is an important scientific caveat.
The WMO notes that the strength of El Niño does not directly determine the severity of impacts in every country.
Local conditions and other climate drivers, including the Indian Ocean Dipole, can modify the outcome.
That means it would be wrong to say:
“El Niño is causing everything happening in Sri Lanka.”
A more accurate conclusion is:
Sri Lanka is already experiencing severe drought conditions, while a strengthening El Niño is creating additional uncertainty and potentially increasing the risk of prolonged or extreme weather conditions.
Sri Lanka’s own Meteorological Department saw the risk coming
This is another important part of the story.
Sri Lanka’s Department of Meteorology issued information earlier in 2026 warning about the developing El Niño.
Its June update said there was an 80% probability of El Niño conditions during June–August 2026, with the probability rising to around 90% or greater for the later forecast period.
The department has also published historical information examining how rainfall in Sri Lanka has varied during El Niño years.
In other words, the current situation did not emerge without warning.
Seasonal climate forecasting provided an opportunity for authorities to prepare for possible water stress.

The warning for Maha
The timing is particularly important for Sri Lanka’s agriculture sector.
The country is moving towards the Maha cultivation season, meaning water availability over the coming months matters enormously for farmers.
The Irrigation Department said in July that major reservoirs held around 50% of total storage capacity, which officials considered adequate at that time for irrigation and domestic needs.
But that was in July.
The current situation is now different in some of the country’s driest regions.
This is why reservoir monitoring will be crucial over the coming weeks.
A reservoir level that looks manageable at the national level can still conceal serious local shortages.
The tourism cost
Yala’s temporary closure also has an economic side.
Wildlife tourism supports safari jeep operators, drivers, guides, hotels, guesthouses, restaurants, shops, fuel stations and many other local businesses.
The closure of two major blocks does not mean all Yala tourism stops.
But if closures expand, or if visitors begin cancelling trips because of uncertainty, the economic consequences could spread through communities around the park.
That creates another difficult balance:
The bigger problem: water management
The Yala crisis raises an uncomfortable question for Sri Lanka.
How much of the country’s wildlife water system should depend on emergency intervention?
Transporting water by bowser is useful during a crisis.
Building ponds is useful.
Solar-powered pumping systems can provide longer-term assistance.
But these measures also require:
Money + fuel + manpower + maintenance + reliable water sources.
They are not substitutes for rainfall and functioning natural ecosystems.
The long-term challenge is therefore to ensure that national parks have enough resilient water infrastructure to survive increasingly difficult dry periods without turning emergency water delivery into the permanent solution.
What the Government is doing
1. Water bowsers
Water is being transported into wildlife areas.
2. New ponds
Additional ponds are being constructed in Yala.
3. Restoration of existing waterholes
Existing ponds and waterholes are being restored.
4. Solar-powered water systems
Solar systems are being used to support water supply inside Yala.
5. Temporary tourism restrictions
Blocks 1 and 2 are scheduled for temporary closure from September 14 to October 15.
6. Monitoring of other dry-zone areas
Authorities are monitoring other dry-zone wildlife areas and have indicated that additional measures could be introduced if necessary.

But is it enough?
That is the question that cannot yet be answered.
The measures are clearly intended to prevent the situation from becoming worse.
But they do not eliminate the underlying problem.
If rainfall remains below normal:
- Waterholes can continue shrinking.
- Artificial ponds require repeated filling.
- Wildlife may continue moving in search of water.
- Farmers may lose further crops.
- Water deliveries may need to continue.
- Tourism restrictions could be extended.
- Government costs could increase.
The success of the response ultimately depends on one factor authorities cannot control:
What happens if the drought continues?
Best case
Rainfall returns sufficiently to refill natural water sources. Artificial water supply can gradually be reduced. Wildlife returns to normal movement patterns. Yala’s closed blocks reopen as scheduled.
Middle case
Rain arrives, but not enough to fully restore water sources. Authorities continue supplying water. Some tourism restrictions remain. Farmers experience continued pressure.
Worst case
The dry conditions persist while El Niño intensifies. Natural water sources continue declining. More parks require emergency water supplies. Wildlife movements increase. Agricultural losses grow. Water deliveries to rural communities become more frequent. Tourism restrictions expand.
The third scenario is not a prediction.
But it is precisely the possibility that makes the current situation worth monitoring.
This is no longer just a Yala story
Yala is simply where the water crisis has become highly visible.
The same fundamental problem is appearing elsewhere.
Wells are drying.
Tanks are shrinking.
Farmers are losing crops.
Livestock needs water.
Wild animals are travelling further.
And governments are increasingly using emergency water deliveries.
The difference is that in Yala, the crisis is unfolding inside one of Sri Lanka’s most internationally recognised wildlife destinations.
Visitors normally come to see animals gathering around water.
Now, authorities are having to bring the water to the animals.
That single change says a great deal about the severity of the current dry spell.
Our finding
What the evidence tells us
The evidence does not support the claim that Yala has simply “run out of water.”
The park’s main water supply system remains operational, according to the Wildlife Conservation Department.
But the evidence does show a much more serious situation:
- Natural water sources are under severe pressure.
- Authorities are transporting water into the park.
- New ponds are being created.
- Existing waterholes are being restored.
- Wildlife is showing signs of heat and water stress.
- The most popular sections of the park are being temporarily closed.
Outside Yala, the wider drought is affecting farms, wells, tanks and rural households.
At the same time, the WMO is warning that El Niño is likely to strengthen further and persist into early 2027.
That does not guarantee that Sri Lanka’s drought will continue.
But it means the country cannot afford to assume that the current water shortage will disappear quickly.
The question Sri Lanka should be asking now
The immediate question is:
The more important question is:
Because the challenge is no longer simply keeping a few waterholes filled.
It is protecting:
at the same time.
Yala’s dried-up waterholes are therefore more than a wildlife story.
They are a warning.
And the coming months will show how seriously Sri Lanka responds to it.
